A three-judge panel of the Court issued its opinion in the "Roadless Rule" case, Wyoming v. USDA, holding that the new final rule adopted by the Forest Service, replacing the Roadless Rule, has mooted the issues in the case. The Court dismissed the appeal and vacated the district court's judgment which permanently enjoined enforcement of the Rule.
